The Department of Social Services’ Outcome Measurement Initiative aimed to build the capacity of the Australian Social Impact Investing (SII) sector to define, measure and communicate their outcomes and social impact.
The Initiative supported two organisations, Global Sisters and Vanguard Laundry in their outcome and impact measurement (OIM) activities and ambitions to scale. A series of case studies were developed to capture their experience and learnings.
The panel features representatives from Global Sisters, Vanguard Laundry and the Department of Social Services in a facilitated discussion regarding their approach to OIM and what they have learnt through this journey. There will also be an opportunity for you to ask questions of the panellists.

MEET THE PANEL MEMBERS
Liz Bloom is Global Sister’s Head of Impact. She has a Master in Evaluation and has supported organisations across Australia and the Asia-Pacific to maximise their impact by applying evidence to inform the design and iteration of strategy and programs
Heather Thomson is Global Sister’s Chief Operating Officer. Her 25+ year career has been dedicated to social and economic justice for women in APAC. She helped launch Global Sisters in 2016 and brings expertise in social impact, community development, organisation capacity building, microfinance and program design.
Harry Sillett is Vanguard Laundry’s Social enterprise and operations General Manager. After studying journalism, Harry has held several roles in training and people development. He has been pivotal in the development and implementation of Vanguard’s Social Impact Centre, and now manages the parallel delivery of the organisation’s operational and social strategies.
Mark Gates is Vanguard Laundry’s Chief Executive Officer. He has over a decade of experience in commercial laundries and over 15 year’s experience leading operational improvement.
Libby Cremen is the Branch Manager of the Community Cohesion Branch in the Department of Social Services. Libby has responsibility for a range of programs and policies aiming to improve social and economic participation, help build inclusive, connected and resilient communities, and support volunteering. Prior to joining the Australian Public Service, Libby spent 20 years in the community sector delivering services, developing policy and advocating for families and children.
